Easterseals Delaware & Maryland’s Eastern Shore recently welcomed Matthew Payne, of Hockessin, DE, and Randolph Smith, of Rehoboth, to its Board of Directors. Payne is the Executive Director of the Public Sector business at CAI. He has been with CAI for eight years. Prior to joining CAI, Payne was the Chief Technology Officer for the State of Delaware. Prior to working for the State of Delaware, Payne was a Technology Executive for over twenty years in the financial Industry. He has worked in IT leadership positions supporting a variety of business partners for over 35 years. Payne is a member of Delaware Technical Community College Technology Board. He has been an active supporter of Easterseals for 14 years. Payne resides with his wife Sharon and has three adult children. “I have been participating in the Easterseals/CAI Volleyball Challenge for many years and am invested in the wonderful work Easterseals does in our community. I’ve met many of the ambassadors and their experiences with Easterseals services made a significant impression on me,” Payne said. “I am interested in assisting to increase awareness and anything I can do to raise money so Easterseals can continue to do the meaningful work for this often-underfunded community.” Smith is the Rotary District Governor for 2024-2025. He is a retiree from P&G. He received a bachelor’s and master’s degrees from the University of Maryland. Smith served as president of the board for The Knights of Columbus and the Rehoboth Senior Center. He also received the 2020-2021 Rotary Citation Award for his year as President.
