The Wilmington Neighborhood Conservancy Land Bank was created through legislation by the State of Delaware, Title 31 Chapter 47 of the Delaware Code, and the City of Wilmington Ordinance No. 15-040, in June 2015 based on a study performed by the Center for Community Progress in December 2014 turning “Vacant Places into Vibrant Spaces”. Initiated by the Delaware Department of Justice, the study assessed the issues and systems related to vacancy in the City of Wilmington and determined that a land bank, “specializing in the conversion of vacant, abandoned, and foreclosed properties into productive use”, is an essential component to the solution of the problem. The Center for Community Progress’s Assessment of Vacant and Abandoned Properties in Wilmington plan serves as the foundation for the establishment and mission of the Wilmington Neighborhood Conservancy Land Bank.
