Dover, DE (Aug. 22, 2025) – The Delaware Division of Small Business (DSB) is announcing the appointment of four new members to the state’s Council on Development Finance. The Council is established in Delaware Code to be a nine-member advisory board to the Division, making recommendations on projects and initiatives relating to economic development and strategic opportunities. The new members, appointed by Governor Matt Meyer, are: Jonathan Horner, Esq., Lewes, at-large representative and practicing attorney Brian Kaye, Dover, Kent County representative Laura Lloyd, Wilmington, at-large representative and Certified Public Accountant Darren Stephenson, Wilmington, New Castle County Representative Returning Council members are: Fred Sears, Wilmington, Chairman and at-large representative Wm. Jack Riddle, Rehoboth Beach, Sussex County representative and banking official Kevin Kelly, Hockessin, New Castle County Representative Representative Edward Osienski, Newark Senator Nicole Poore, New Castle “The Council on Development Finance plays a vital role in how we invest in Delaware’s future,” said Governor Matt Meyer. “Their decisions directly shape opportunities for businesses to grow and create good-paying jobs for Delawareans. I’m grateful to these new and returning members for stepping up to serve, and I look forward to the thoughtful guidance they’ll provide as we continue building a strong, inclusive economy across our state.” Seven of the Council members are appointed by the Governor, and one each by the Senate Pro Tempore and Speaker of the House of Representatives.
